He was doing it for Merus's sake. Merus told Goku that he admires how he shows mercy even to worst of people, so he figured he'd give Moro another chance too. Goku wasn't "tricked," he was being true to himself and honoring his mentor. It was a dumb move, but it was in character. At least this time he was still better, he didn't let the opponent get stronger than him. It's more akin to the end of Goku vs Freeza than to what Vegeta or Goku did with Cell. And he was gonna suck it up and kill Moro when Whis told him, but the warning came too late.

So yeah, he fucked up, but he's still the strongest.
The situation still doesnt make any sense. Theres no reason to give him a senzu when he cant put up any kind of fight even with it and he doesnt seem to be on the verge of dying. Just let him go back to prison and heal normally if you dont want to kill him.

And what does Goku expect Moro to do to get as strong as his MUI? Unless he just happens to be like Frieza, theres no reason that he would be able to train hard enough in prison to ever match Goku, who now seems to have access to an unlimited RoSaT and gravity multiplying rooms. And hows he gonna make the galactic patrol get Moro out of prison so they can fight anyway? And the only reason Moro put up a fight against him in the first place was by absorbing a shit ton of planets.

Is he telling Moro to go to jail, train, break out again, absorb a bunch more planets, and come back to fight him (and not use any Dragonballs again)? And also, presumably you cant wish the people Moros absorbed back until Moros dead anyway, so hes effectively permanently killing all of them as well just to let Moro go (for no reason at all).

Its like the author wanted to do Cell (which was already stupid) again, but the situation is completely different.
