no 11 is not to old to be trick or treating
id say its fine to go trick or treating up to age 15
but at age 16 and higher you should wait until a bit later in the evening around 7 or 8 oclock because less little kids will be out then so you arent taking candy that could have gone to a smaller child.
and of course id give candy to anyone who comes to trick or treat but you need to be in costume
no costume no candy (this does not apply to children)
