It's solely because Sony wanted some sort of exclusive DLC and probably chose Spider-man to give the perception that he's a Playstation character. There was no issue putting him in Ultimate Alliance 3 either. The only way this isn't the case is if Sony and Disney somehow changed how his rights work for video games when they worked out their new MCU deal. Which I doubt honestly.
