Ultimately, the report states that the girl was in the car for an estimated one hour, but there's no mention of how long exactly the cops were on scene before they finally broke the window. In my opinion, the cops should not have hesitated at all once seeing the girl passed out in the back of the car. The neighbor said they were in the car for "about 2 hours" before the cops "arrived" (they were flagged down, not called, and the witness may have only witnessed 2 hours) The cops broke the window after about 5 minutes but by then she was already baking for at least 2 hours. There's a few things that don't make sense though, like why didn't the neighbor call the brother?
