I think prop 23 has good intention, but the unfortunate reality is that it'll increase the cost for patients without any improvements to safety. The nurses and technicians at these clinics will probably be sufficiently knowledgeable to spot complications than just putting any doctor on-site. That's also an issue with the proposition because it doesn't specify specific doctors related to dialysis. It's a proposition from the United Healthcare Workers Union which is good, but yeah unfortunately companies like Davita would just push the cost of it down to the patients.
