I mean, you should not block traffic with a protest but I'd definitely prefer some stricter wording. If a car is actually being attacked by a mob and has to speed through attackers to escape, that person shouldn't be responsible but you need to really make sure theres no wiggle room to just run someone over and pretend you were scared. I kind of don't think theres a good generalization to make here. It needs to be a case by case basis.

Of course if you don't trust a jury then literally the law doesn't matter at all in the first place.
