It isn't uncommon, but ice moves on water types are more for holding grass types at bay or increasing their coverage against things like flying type or dragons.

Most water type Pokemon still don't want a shoot out with their non-STAB super effective ice beam against a STAB super effective grass attack. They lose more than they win there.
