Reasons why Ice is a terrible type:
* Only resists Ice
* Has 4 weaknesses, most of which are common attacking types
* Instead of capitalizing on it being one of the best attacking types in the game, GameFreak thinks it needs to be full of slow tanks instead
* Hail is a terrible weather and it gives no secondary benefit unlike the other weathers. Slush Rush also has poor distribution

Maybe it's just me, but I think grass is even worse.
* Unlike Ice that's a crappy def type it's at least a good atk type. But grass is neither.
* Is outclassed completely by water both offense and defence wise.
* Is weak against many of the best, most common pokemon in the game.
* Most of its duel typings are a net loss rather then a gain
* Doeasnt normally have the benefit of pokemon with really good good pools, stat distribution and abilitys to make up for it.
