He had plenty of opportunities to go on a killing spree if that was his true intent.He didn't want to go on an outright killing spree, he went there looking to instigate, shoot people, and then claim self defense. Look at his fucking rubber gloves, ffs. He just didn't think he'd get surrounded and attacked after he started shooting. It's not some extreme one end or the other scenario, the thought behind it only came up after years of police showing that they support these militia groups. There's footage of them thanking a group he was with for being out there.
