So basically the police took the goat in because the owner abandoned it, and just used th mask policy as a reason to cover them for doing so. According to the police, that is.

Sounds like they cooperated and gave the goat back. If all that is true, I don't see much of an issue here. But it would be weird if that's actually a policy where animals are required to wear masks lol.
