Come on. so thats how they work, either do nothing or shoot in the head? why the fuck do they have tasers, pepper gas, batons and flashlights? Why the fuck are they trained? but most important, why did they decide to shoot once the black woman appeared (oh, she is black, I can shoot the dog) and why did one of them started walking towards her in a wassup?
