The other dog was doing what dogs with territorial drive do, the handler of the K9 should have reigned the dog in. If I can have control over my large dog when other dogs run up to the fence I'd expect that a working K9 would be non-reactive to other dogs and its handler to have control over it. --- "If you want to move fast, practice slowly...if you want to move like lightning, practice in stillness." ...
