I can't imagine they wouldn't. It'll probably be a while, since they'll ride out the normal theatre period with this rental system (that is, keep renting it like this until it stops being profitable to do so, which will probably take longer than a typical theatre release), then give it a physical/download release a little while after that, then only release it on Disney+ once they feel they've exhausted those early adopters as well, but it'll be there eventually.

Never releasing it on Disney+ or adding a premium tier would set a precedent that would turn a lot of people off of the service. People subscribe because they want to watch Disney stuff. If the service no longer lets them watch Disney stuff, then there's not a lot of point in subscribing. There's precedent for streaming services being successful with multiple tiers (here in Canada, one of our major telecoms runs their own service (Crave) that has multiple sub-subscriptions that you have to pay for to access movies, or HBO content, or a few other things that are higher-demand), but generally, that only works if there's little competition (said telecom made a point of buying up distribution rights for a bunch of high-profile shows purely for the purpose of keeping them off Netflix so their cable service seemed more attractive, then eventually launched Crave to actually use the licenses). That's not the case for Disney+, so I doubt it would work very well.
