Also that is literally how the suburbs were created. A bunch of houses were built then sold super cheap with low interest loans, to make it easier for low income people to move into them. But it was written into the rules that only white people could move there.

So helping low income families move to the suburbs is literally using them for the reason they were originally created, minus the racism.
