There are contingencies for emergencies that are forgotten and current administration impulsively responds to the situation that obviously out of control. Policies were placed for reasons and are often overlooked and outdated Politicians can't let agencies do their jobs. they want efficiency and lose the purpose of the agencys job. These jobs can be done right or now...just not right now. Thus we find the country always backpedaling and the ever reactive responses.
