I don't know how true that is or not, but it's still a far cry from being marginalized to claim they don't have civil rights or political representation.
You could say the same about minorities in this country (I mean U.S....I kinda just assume everyone here is from there :p) being marginalized and treated as second class citizens with our unfair criminal justice system and such, but it'd be hyperbole to claim they don't even have political representation.
