Sure, a governor can use executive power to manage a state emergency, but if local law enforcement refuses to recognize it, it's useless.

Those counties are less populated compared to the ones ran by Democrats.

LA, Imperial (although this has more to do with people traveling between borders), Highest cases in the State, both Democrats.

Compared to 1-Confirmed-Case Modoc, etc.
