It does. Lost cargo is a waste of time unless the recipient is somebody you haven't been to before or you're already on your way there and you're not overloaded with stuff. If you're trying to grind out stars for recipients (which provides equipment upgrades), it's usually better to just do normal/premium deliveries anyway. Btw, when going for stars, sometimes growth can be locked by performing a certain special delivery. So if you do deliveries for somebody and their stars don't go up, leave them alone for a while and usually they will email you requesting something.

What do you mean? Like your extra ladders and stuff? You really shouldn't bring anything you don't need when doing a delivery. Just recycle any unnecessary stuff or throw it on the ground. If you don't need it, it'll only weigh you down.

If you mean cargo, your inventory is location specific. So if you leave something at point A, you can't pick it up at point B. Even when you unlock fast travel, anything on your person will be left behind.
