I don't know who is doing it, but it is a micro-aggression. We need to hold everyone to the same (or equitable) standard. By saying 'it's okay they are late, they are black' is basically implying that being black means they are naturally late.

It is no different than saying 'X speaks so beautifully for a person from India.'

This isn't true at all. It's only a microaggression if you're keeping the same assumption that late=lazy. If not, it's not. And the type of "equity" that you're talking about doesn't lead to anything actually good for anyone. Sometimes people think differently or have different material circumstances, allowing for that isn't a microaggression or bigotry of low expectations or anything like that. There's no implication of genetic lateness even in what you said, that's something you added yourself.
