Saul is working here, now he's working there, now Chuck is dead. Gus and Mike help keep the overall narrative flowing in the right direction, but Saul's just kind of...there.

Yeah I would agree with this. I think it's hard to do that sort of escalation in a prequel but I'll also say that I think season 5 fixes some of those problems as well.
