A fair wage is what the employee consensually agrees to be paid when he/she accepts employment from their employer. If an individual feels the wage is not fair and/or worthy of what they bring to the table as an employee, they can seek employment elsewhere. Thats it, its that simple. Government need not be involved.

Employers have never been known to underpay employees to the point of hiring unqualified personnel to keep payroll down so the CEO gets a bigger bonus. It's never happened. /s
