Access and sociological factors definitely come into play here. However, there are physiological reasons as well. Black people tend to have a lower body fat percentage, higher bone density, and a lower center of gravity than white people. All of this contributes to less buoyancy and swimming ability on average than white people. It also contributes to the better sprinting ability.
