Instead they basically waited to see The Avengers blow records out the goddamned water and then scrambled to make a whole new series but they knew they had to have their big "Avengers" event so they rushed and rushed and rushed everything. Its the result of no planning and insane pressure from corporate execs to make "the next big thing". They should wipe the slate, start with a new Batman movie, introduce some characters on the side in the that, and then make more solo movies You can even bring in Joaquin's Joker.
