He voted in the impeachment, and in politics calling the president of your party corrupt is not meaningless or cheap, it signals to others in the party it is safe to be honest, and once the discussion has shifted the actions can shift too.I'm sure every other Republican senator was waiting to hear what Romney had to say before they continue to back Trump and support most of his policy positions.
