In the US people get comically large sentences for extremely minor offenses and have a very high rate of returning to prison due to it being punitive and making the rest of your life harder to lead successfully. the fact that prison facilities are nicer in the Netherlands isn't the issue, it is that serious criminals get very minor sentences, I don't think that such a short sentence can possibly rehabilitate someone who does something so horrible.
The right equalibrium between rehabilitation and punishment is hard one to find. In any event the detention facilities that war criminals get in The Hague and the Scandinavian spas are way too plush considering they aren't in there for rehabilitation.
