He probably thought he was earnestly trying to contain it early on, but after people soured on his handling of it, he realized he probably couldn't win a fair election and is now doing everything in his power to intentionally destabilize the country to make an actual election impossible. How is saying "it won't be an issue" and "it's a hoax, our cases are going to be zero soon" in any way, shape, or form "earnestly trying to contain it early on" in your eyes? Cause the only thing he did that was "good" (albeit, people did bitch about it) was slowing travel from China, but iirc, it didn't have any quarantine period for those returning.
