I think I'm just old enough to have grown up with guys like George Carlin who are just more clever than that. A comedian doesn't have to be witty in every single instance of their performances. Sometimes they are just plain being silly. So for you to dismiss Chappelle and then use Carlin of all people? Carlin had some flat out duds in his career, Napalm and Silly Putty specifically, where he was just ranting with no real punchlines. A terrible example of his wit.
