Chicago, Illinois. the Official positivity rate is 4% as announced by NBC.

https://www.nbcchicago.com/news/local/by-the-numbers-where-illinois-stands-on-positivity-rates-icu-beds-during-phase-four/2298643/

60608 (where I live) is 17% [ 1871/11310 ]
60623 (mile south) is 26% [ 3554/13720 ]

One neighborhood with 80,000 residents was 39% on May 15th

4%. uh huh, right

The 60608 and 60623 numbers are from the state site and current.

The crux of the testing is that half of Illinois lives in Metropolitan Chicago. I do not know what percent of Chicago itself lives in the South Side but I do know

#1 the State of Illinois breakdown by zip code does not list number of residents.
#2 South Side is under tested (as are many neighborhoods elsewhere)
#3 To test the pool of essential workers you need to pay them for earnings lost while standing in line.
