Not as bad as it is in urban areas now, due to the lack of space, and building restrictions in most citys. Now that more people can work from jome traffic in the citys will decline, population size, demand and subsequently cost. Also in regards reparations and lottery winnings you can edit the latter to whatever the reparation pay will be and the end result is the same. But regardless, ultimately people waiting for others to save them in life rather then save themselves never get far.
