This is mostly true in TV shows/movie series because they need to keep upping the stakes, but when there's a group behind the group behind the group behind the government where at some point it's like half the world have to be employed to keep this conspiracy going. It also really cheapens the threat of the original conspirators. Supernatural for example. Remember when Angels were introduced, and they were scary and weird.
