I still don't understand this.

How can the mayor and city council of Seattle let this happen and NOT expect the swiftest lawsuit windfall in American legal history to land on them? They are going to have to pay out some major dollars. And that's not including cleanup and restoration, and potentially some wrongful death suits for those killed there.

Did they mayor think there would be no consequences for allowing this? That no one would take any legal action?
It's also worth noting that a lot of the major civil unrest you see in these large cities like Seattle, Minneapolis and St. Louis, their mayors (and some of the state governors) are Democratic. The other day, Trump made a statement that most violence happens in Democrat-run cities. Some block-head of a Washington Post journalist posted an article with a headline that read "They aren't" and had data from the FBI that directly contradicted the headline. Per capita of 10,000 people, the top 20 most violent cities in America are run by 19 Democrat mayors and 1 Independent. Ignoring per capita and going off just the largest cities with the most violence, 17 are run by Democrats, 2 are Independent and 1 is run by a Republican.
