The cop who shoot Brooks twice admitted that he was in no danger and the taser was useless. Then shoot Brooks twice in the back while he was fleeing. Rolfe also has a history where he shot a perp in the leg then didn't write in the report that he shot him. He's a really shitty ex-cop and a murderer.
