Or, in Pokemon's case, whoever was being marketed the most at the time. It just seems weird to me that they suddenly cared who the director wanted this time but didn't ask the first time and just used Spring Man. Like said, nothing is impossible, all we can do is assume things. I just personally find it weird that it went "We want to put something from ARMs in."
