We went from not testing people because we didn't have enough test kits to not needing to do that. It's why cases have held steady but deaths have dropped. What you want to do is say the line of thinking that we're only seeing increased infections due to increased testing is idiotic. Because we're seeing it due to states opening up, people not taking PPE seriously, protesting, and increased access to testing. --- If you do things right, people won't be sure that you have done anything at all.
