Kind of a dick move honestly, and part of the reason I got into Arknights was because that I liked the yellow cert system but they only ever seem to do that for characters that were in the game when it started, not for new ones, let alone limiteds... Some later units like Ch'en and Skadi do eventually show up in the shop, but it does seem to take awhile.
