Plus at the time the information they were getting may have still been developing and also maybe they were told to standby and wait for orders. Some things could go wrong The shooter(s) may still be in the area and shoot at them, similar to how firefighters sometimes get shot at. The shooter(s) may take them as hostages They may be injured & become more victims in need of emergency medical help Their ambulance may be looted for supplies. But I may be completely wrong.
