Not that I think it's the case with this guy, I don't know much about this situation, but there are right-wing extremist groups that don't focus heavily on race, if at all (or at least claim that). There are groups, like certain sects of the "boogaloo boys," who are all kinds of races and ethnic groups, brought together by other issues like dislike of the government and "PC culture."

A big thing for them is just stirring shit up any way they can to make it seem like anyone who responds to them is overreacting, thus proving their point, and one of the great ways to do that is to have non-white people doing white supremacy shit. Again, not saying that's what happened here or what the guy was trying to do, but this situation plays right into what these groups go for.

That was like the whole point of the "okay" gesture thing in the beginning, to provide plausible deniability and create controversy when there was none so the people who knew what they were doing looked crazy.
