Can lame duck presidents make appointments? I mean, if McConnell had morals, he wouldn't replace RBG till after the election/new President is sworn in, like he did last time. But we all know that the second one of the judges steps down/croaks, that Trump/McConnell/the GoP have someone ready to push through as quick as possible.
