I have read many convincing arguments against 4 and none in favour of it, so it's going in the "tenuous" pile the data on solved murders suggests that 2 is false as well. there is some semantic ambiguity in what counts as "effective" though, so I'll be generous and call it "tenuous" as well the reduction in crime rates in Camden is, admittedly, not much to go on, but it does suggest that 1 is false as well. so 2 assumptions of 5 are false, and the other 3 are tenuous. you should probably do some re-examining of where these assumptions are coming from -- I can recommend some books/essays/articles to help you along if you like --- peanut butter and dick ...
