Separating protestors from rioters is a right wing weapon with tons of historical context. There is a reason Trump immediately lied about antifa being behind the more raucous parts of the protest. It gives the public an out to turn against the protest that is finally gaining attention.

More concretely, talk of "outside agitators" gives the state justification for using force against people regardless of where they're from. You see generally unsubstantiated claims of outside agitators in virtually every major protest, going back decades.
