This as well. Determining when and when not to engage should be considered safety training for cops.

I remember a story I heard about a vet that was making food for people at a park after some hurricane. Cop rolls up, tells him he's gotta go, what he's doing is illegal. The vet holds his hands out to motion to be cuffed, then puts them behind his back.

The cop basically tells him that the guy taking over his shift might not be so understanding, and to just be gone by his shift change, and leaves. That choice saved his life, because the guy had a weapon in the back of his waistband, and would have killed that cop.

Not every situation requires engagement.
