Not if it's an instinctual reaction. Hell, the Supreme Court has ruled thay people do have a situational right to resist arrest when a person has a reasonable fear for their life or safety. And in a case where you face a sudden, unreasonable use of excessive force, there is absolutely a reasonable fear in that immediate, instinctual response.
And even with careful rational thinking, being arrested runs the risk of the cops kneeling on his neck for 9 minutes until he dies. So there's always reasonable fear of death, so resisting arrest is always justifiable self-defense.
