I don't know that he would immediately assume or know it was a taser at that point. But if he thought it was a gun he could have been worried that he'd fire more rounds at him or someone else. I don't know that this is an outrageous reaction by the cop given the circumstances. I mean in the video you posted it's very clearly not a gun even from far away. And they know he took the taser.
