But you've been talking about agency, not interaction. Interaction is simple participation in the story (killing a dog). Agency is actual choice over the narrative (choosing whether or not to kill the dog). It's fine to make a depressing interactive story that's made more emotional because you have to be an active participant in the misery. But that's different from being berated for making the wrong choice. Plenty of games with good stories have interaction but no agency, or even segment the interaction away from the story elements.
