When you hide racism behind a mask of civility, you can pass facially neutral laws that allow police & law enforcement to enforce them selectively and create huge racial disparities that moderate whites honestly don't give a shit about. Hidden attitudes will probably never change. When it's blatant, open, and obvious, moderates actually care and meaningful change can actually happen. Plus, it has the added benefit of letting you know exactly who the racists are. And they will get challenged publicly on it, with real consequences to their beliefs.
