Biden is actually quite good at not antagonizing people he needs to vote for him. Now some people he views as unwinnable, and those people he tells to vote for someone else. But Biden isn't going to surrender the racist vote to Trump without a fight. All of those other things are much stronger than "racist," so Biden wants to draw a distinction between himself and other people on the left who lump literal KKK members in with people who made one insensitive remark under the label of "racist." Biden wants votes from the latter group.
