The most reasonable version is you are taking funds and responabilities away from cops and starting up other organizations. Like instead of cops dealing would homeless. Another local government group would do that. That specializes in it. Instead of cops dealing with addiction problems another specialized government group would deal with that.

I also see a ton of people just saying shut them down period.

I haven't seen a single human being say the second part, and I have a lot of leftist leftist friends. They don't always say it when they're saying to abolish the police, but they don't just mean to abolish them and let crime run rampant. They always want to invest in non-violent interventions for homelessness, sex workers, people with mental illness, students, etc, to invest in education, housing, anti-poverty programs etc. They're just much less concerned with sugar coating or even explaining their message because most of their friends agree with them and they're fed up. But they reaaaallly should explain because their message, while still radical, is not as radical as it sounds when they just say "abolish the police" and nothing more.

Tl:dr-It's the first step/a pre-condition of a long process in their ideology, not the end goal.
