Him advocating it would have likely been political suicide, just as he was starting to run up the score on Trump. It's an idea that triggers the "impossible" response from too many people at this point and they start talking about the Purge and Mad Max. It needs more police misconduct, more explanation, and better framing before any senior national level politician can safely advocate it. In fact, it probably needs to be successfully implemented in a few major cities before they can do it. Otherwise, Trump would be able to successfully use it as a bludgeon to paint the Dems as radical, anti-law and order, and actively pro-crime.

All of this is coming from someone orders of magnitude more sympathetic to the idea than your average American who has never even heard of it and think it means tearing down the police and replacing them with absolutely nothing when they first hear about it.
