Chauvins incident is clearly from lack of being properly trained in hand to hand tactics, de escalation, etc Chauvin wasn't just not trained properly. He had a history of doing awful shit and always getting away with it. That means not only was he a problem, but superiors all the way up to Amy Klobuchar saw fit to allow him to be a problem.
