Topic	Could a secondary police force work to police the police?

What if there was a secondary police created for all police districts, where all this secondary police force does is investigate alleged crimes that regular police have commited. So basically, this secondary police force would operate like normal police when doing investigations. Think of them as a non-useless version of Internal Affairs. Is this a dumb idea? Or could this actually be a viable solution to combating police corruption and police abuse of power? --- Ade due Damballa.
